Kilmar Abrego Garcia, dubbed the "Maryland Dad," was stopped in Tennessee in 2022 while transporting eight passengers without luggage and driving without a valid license. He was traveling from Houston, a hub for human smuggling, and claimed the car belonged to his boss, Jose Ramon Hernandez-Reyes, who had previously been convicted of human smuggling. Despite suspicions of human trafficking, the Tennessee Highway Patrol, at the FBI's request, released Garcia with only a warning for driving with an expired license.
